Dental bonding only requires the existing enamel to be slightly etched to facilitate adhesion. Veneers require a small amount of enamel to be removed to accommodate the thickness of the veneer. The process of etching the surface of the tooth with a conditioning liquid creates microscopic “roughening” of the existing enamel.
